You could, possibly, disassemble the entire fork, take the lowers, remove the bushings and seals, and have those coated, and hope that the time they spend in a 400* oven doesnt twist, warp, or harm the damn thing, but thats your call…

Can front forks painted?
You can paint them and reinstall them with no issues. I had my bike stripped apart and painting my forks with regular automotive base/clear. I just opened up the triples as much as I could and I did not put a scratch in the tubes. I also painted the bottom portion of the forks.
Can you recoat fork stanchions?
If you have worn through the annodization on your fork you have larger isssues. There is no way to ‘fix’ or ‘re-coat’ stanchions. The annodization is hard, the underlying aluminum is soft. Once the anno is gone, the aluminum wears VERY fast, and the stanchion is ruined.
